Intenta instalar php-mbstring para la configuración de mediawiki.

Respuesta aceptada:
Te faltan algunos canales necesarios de sources.list . Haz sudo gedit /etc/apt/sources.list y haz que se vea así:
deb http://archive.ubuntu.com/ubuntu bionic main multiverse restricted universe
deb http://archive.ubuntu.com/ubuntu bionic-security main multiverse restricted universe
deb http://archive.ubuntu.com/ubuntu bionic-updates main multiverse restricted universe
Guarde y salga.
Luego actualice su repositorio:
sudo apt update
Luego instale php-mbstring :
sudo apt install php7.2-mbstring
