Seguí el Wiki de WineHQ para instalar WINE, así que escribí las siguientes líneas:

wget -nc https://dl.winehq.org/wine-builds/winehq.key
sudo apt-key add winehq.key
sudo apt-add-repository 'deb https://dl.winehq.org/wine-builds/ubuntu/ cosmic main'
sudo apt update
y luego al escribir:
sudo apt install --install-recommends winehq-stable
Para obtener los paquetes de la Stable branch . Tuve el siguiente resultado:
sudo apt install --install-recommends winehq-stable

me parece que su problema es que está intentando usar fuentes cósmicas con Bionic:https://wiki.ubuntu.com/Releases
ejecutar:
sudo apt-add-repository --remove 'deb https://dl.winehq.org/wine-builds/ubuntu/ cosmic main'
sudo apt update
sudo apt-add-repository 'deb https://dl.winehq.org/wine-builds/ubuntu/ bionic main'
sudo apt update
sudo apt install --install-recommends winehq-stable
también como un usuario de vino desde hace mucho tiempo que tiene experiencia usándolo, la mejor experiencia de vino posible proviene de dejar que otros programas lo configuren y lo usen por usted, E.G. Vapor y Lutris. Si bien ambos están destinados a usarse para ejecutar aplicaciones de juegos específicamente, los he usado con éxito con aplicaciones que no son de juegos. Probablemente deberías echar un vistazo.
